The war scythe is basically a sword, however with a longer range of motion and it obviously looks cooler. The war scythe is useful if a sapper is coming after you with his axe, it has a sweep-ish attack and hits right under the axe's handle.
The block is not good though. It is similar to the bayonet, it rarely blocks all damage.
This weapon is apparently very, very, rare, because very few players ever see or discuss about it.
